AUTHOR'S PROGRAMME

1. GENERAL (presentation)

TV-competition of the child and youth’s work TOURNAMENT of LAUREATES is "SOUTH EXPRESS" / of МТК "Ю-ЭКС", conducted from March, 19, 2000 in Simferopol, Yalta, Kyiv, Odessa and other cities of Ukraine, is the review competition of the child and youth’s work (pop-art and academic art). This competition creates telecasts in the regional centers of Ukraine, assisting intellectual and spiritual development of young people and children of Ukraine, in accordance with convention of UNO on rights of the child.

2. THE INSTITUTORS OF THE COMPETITION

Dmitry Budaev is the Author of the project, the President of the Competition - Festival THE LAUREATES TOURNAMENT/ of МТК "Ю-ЭКС"; the Simferopol municipal Public Organization is " THE SOUTH EXPRESS"

at an assistance of

the Ministries of culture and tourism of Ukraine; Main Administration of culture and arts of Kiev; Kyiv Municipal Academy of Circus and Variety Arts named after Leonid Utiosov.; the Odesa State Musical Academy named after N. Nezhdanova; the Belarussian state academy of music named after A. Lunacharsky; the Child's school of arts named after S. Tourchak (Kiev, Ukraine); the Rada of the Slavic people of Belarus, Russia, Ukraine; the Yalta urban executive committee (ARE Crimea, Ukraine);

3. AIM AND TASKS

The competition is held with the purpose of search and further development of talented performers among children and young people; popularizations of folk, pop music; academic, instrumental, choreographic and circus art. And also realizations of sporting-health measures (competitions on football, volley-ball, basket-ball, tennis etc). The aim of competition is the aesthetic education of the rising generation, exposure of creative and physical capabilities of young talents and forming of their civil positions; strengthening of friendly ties between children from the different regions of Ukraine, countries of the CIS and distant foreignness; meeting with the participants of other festivals and competitive programs; creation of comfort terms for realization of cultural leisure of children and young people (realization of in a civilized manner-spectacle measures; creative tours and shows).

4. TERMS OF PARTICIPATION

Separate performers, duets, vocal ensembles, choreographic collectives, artists of original genre and circus art, sport collective take part in a competition. Age of performers : from 6-9 to 12 years; from 12- 14 to 16 years; from 16 years to 25 years is a category of "STUDENT".

For participating in a competition it is necessary to give a request-questionnaire on a next form:

• Name / Surname - (city/region/the state);
• date of birth of performer / middle age of creative collective;
• home address (index, a code of city / is a telephone, );
• collective, where a performer occupies;
• Name and Surname of the leader;
• repertoire, declared in a competition (words and music of authors);
• regalia (participating in previous competitions and festivals);
• hobbys.

The performers of vocal, choreographic, instrumental and original genres must co-ordinate time for viewing of competitive numbers (a phonogram / voice), preliminary registering corresponding Requests in the representative office of organizational COMMITTEE.

On a competitive turn two numbers (at discretion of performer) are carried out. In the final part - only one number (in obedience to the degree of LAUREATE МТК "Ю-ЭКС" and decision of College Judge). Note: the Priority right gets to the participants of competition, to carrying out Authorial works or National folk plots (in performer’s language).

5. CRITERIA OF ESTIMATIONS

The performance of participants of competition is estimated on the five-mark grading system by JUDGES, appointed by organizational COMMITTEE for every selection turn from a number of leading specialists(professionals) on genres and in nominations.

Participants of competition, collecting 23/24 points / accordingly Diploma of 3th and 2th degree / - take part in the next stage of the program (semifinals).

For participating in the Final measures of competition of LAUREATES performers have to get the absolute amount of points in selection turns, are admitted - 25.

Note: organizational COMMITTEE and Author of tv-project reserve a right for additional points (from one to two) after viewing the video data of competition in a program televersion.

6. REWARDING OF PARTICIPANTS OF COMPETITION

• Organization of rewarding of the winners is conducted in the FINAL stage of competitive marathon after the final decision of college of JUDGE.
• All participants of the FINAL competitive measures are rewarded by Diplomas of III degrees and distinctive signs GRAIN- AT (medals of competition I, II and III degree; a medal is Grain- At), and also by Certificates, Deeds and gifts.
• In case of every foregoing age category of the performers getting the absolute amount of points in the FINALE, become Laureates of competition - 25.
• In case of identical amount of points - Laureate is determined the performer collecting the best sum of points in previous turns (selection and semifinal).
• GRAND PRIX of the competition is played off among the possessors of rank LAUREATE. ESCORT GOLD SIGN "Ю-ЭКС"№. Certificate is handed to the possessor of GRAND PRIX and separate diploma.

Note: In case of awarding of Grand Prix to the creative collective - Escort Gold Sign is handed to the leader of this collective. And all participants are rewarded by separate medals.

• the Nominal prizes and rewards from the establishments and public organizations will be awarded regardless from the conclusions of JUDGE ( Prize of Liking ).
• the Laureates of International tv-competition LAUREATES TOURNAMENT the SOUTH EXPRESS / МТК "Ю-ЭКС" / are recommended for participating in All Ukrainian and other Forums of child's work and for further education in the Higher educational establishments of culture and art.

7. FINANCING

• the competition is held with support of state structures, interested enterprises (on the sponsor basis), patronage of art, private offerings and accreditation of participants of the competitive programs (organizational collection). This sum of affiliation fee is determined by an organizational committee annually. And also financing of competitive measures takes place due to another sources, not forbidden by the current legislation of Ukraine.

On these bases all expenses come true on participating in a competition, Forming of Prize Fund and Programme Fund.

• Assignment charges and tickets of performers (participants of the competitive programs) are due to a sending on an assignment side and sponsors on places.
• Informative support of the competitive program "SOUTH EXPRESS" is estimated as sponsorship (sponsor help).
• guarantees are offered on the use to the Sponsors of the competitive program TOURNAMENT LAUREATES is "SOUTH EXPRESS" (to 20% from the transferred financial means on the necessity of the program) for making of the own advertising - by a shield and voice, and also placing of advertising essential elements in current materials of MASS-MEDIA about competitive measures and in the advertising products of the Authorial tv-project TOURNAMENT LAUREATES is the SOUTH EXPRESS / МТК "Ю-ЭКС".

8. ORDER OF HOLDING COMPETITION

All preparation to the International competition of child's tv- work TOURNAMENT of LAUREATES of the SOUTH EXPRESS are carried out by the ORGANIZING COMMITTEE, (author of tv-project and head of the program Dmitry Budaev) and by the SECRETARIAT ( Chief executive Budaeva Olga, a co-author of the МТК "Ю-ЭКС"), and also a JUDGE.

Basic principles of activity of organizing committee

A collectivity, conformity to law, validity of making decision, impartiality, is in making decision, providing of holding the competition in accordance to the programme.
